1.BACKGROUND
The Government of Somalia, through the Ministry of Fisheries and Blue Economy (MFBE has requested for financial support from the World Bank Group in support of the Somali Sustainable Fisheries Development Project (SSFDP). The Project’s Development Objective (PDO) is to improve the sustainable management of selected fisheries and enhance the capacity of targeted coastal communities to benefit from fisheries production. The Ministry intends to apply part of the proceeds towards the recruitment of Benadir Region Badmaal Project Coordinator.
2. OVERALL OBJECTIVES OF THE ASSIGNMENT:
The Ministry of Fisheries and Blue Economy of the Federal Republic of Somalia, seeks an experienced, highly qualified and committed Benadir Region Badmaal State Project Coordinator for the project. The Benadir Region Badmaal Project Coordinator Will Develop and maintain effective working relationships with key stakeholders, including government agencies, local communities, key private sector actors and project partners. Coordinate and oversee the implementation of project activities in the assigned area, ensuring adherence to project timelines and objectives. S/He will work closely with the National Project Coordinator and other PMU members and senior officials at the Ministries of Fisheries of the FGS and BRA.
S/He will facilitate and support project staff, experts and stakeholders on matters related to fisheries management and development and fish value chain assessments and improvements. Facilitate the engagement of local communities and stakeholders including women and youth in project activities, ensuring their active participation and ownership. Monitor project progress against established indicators, collect or compile data, identify challenges, and propose appropriate solutions. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be provided upon submission of request by E-mail provided below.
Skills and Qualifications
SELECTION CRITERIA; The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualifications, experience and competencies include;
· A minimum of a master’s degree in fisheries, natural resource management, environmental or marine science, project Management, Business/ Public Administration or a related field;
· At least five (5) years of relevant professional experience in project coordination, preferably with experience in the fisheries sector or related field.
· Minimum of three (3) years of specific experience in fisheries development, policy, and management in Somalia; will be an added advantage.
· Demonstrated experience in working with communities.
· Good understanding and knowledge of the fisheries sector in Somalia.
· Demonstrated knowledge and understanding of fisheries management and development issues in Somalia.
· Proven experience in coordinating and managing projects, including implementation, monitoring, and reporting. Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
· Excellent organizational and problem-solving abilities.
· Proficiency in English and Somali languages, both written and spoken.
· Computer literacy, including proficiency in Microsoft Office applications.
4. REPORTING; The Benadir Region Badmaal Project Coordinator will report to the Deputy Mayor/Director of Social Services, BRA and technically reporting to the Project Coordinator of the SSFDP. In addition, he/she will perform under the overall guidance of the Project Management Unit and Project Implementation Unit (PIU) Team for the Project.
5.TIMING DURATION OF ASSIGNMENT: The duration of the assignment is one year and shall be renewable based on satisfactory performance and availability of funding for the duration of the project. The Duty shall be State Headquarter, with field visits as and when necessary.

Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
