The Federal Government of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance consulting services for Human Resource Management Services to provide Temporary Registration Staff for first phase of National ID roll-out.

The consulting services (“the Services”) include the recruitment, training, and deployment of temporary registration staff at fixed and mobile enrollment sites in the Banadir Regional Administration (BRA) and across Federal Member States (FMS). The Firm is expected to bring added capacity, expertise, methodologies, and systems to support The National Identification and Registration Authority (NIRA) in meeting its ambitious registration targets in an agile, efficient, and highly professional manner. The assignment is expected to last eighteen (18) months with an expected start date of June 2024, or such other period as agreed with the consultant.

Skills and Qualifications
The Ministry of Finance (MoF) of Federal Government of Somalia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a. Core business and years in business; Strong expertise in human resources management; Minimum of Five (5) years of relevant experience in supporting the implementation of large-scale government or humanitarian/non-governmental programs, ideally including managing a large temporary / contract workforce.

b. Relevant experience; Experience providing similar services to government entities and/or international donors, preferably in Somalia or similar environments. Provide at least one (1) similar project related to recruitment, training, and deployment of temporary staff across a large geographic expanse. The consultant shall provide the name and contact address of the client (Office, e-mail address and telephone number), date of assignment execution, role in the assignment, contract amount and financing sources.

c. Technical and managerial capability of the firm: Provide detailed structure of the organization. Do not provide CVs of key staff at this stage. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
